I am currently using APK Easy tool, it doesn't seem to sign apps or work at all for me. It will start a process and just sit there for a while after it starts. i never seems to finish. are there any other tools to sign apks with?

Try this
thank you for a better tool! But when I try to sign it with the tool you just gave me above, it says Object reference not set to an instance of an object. Im not sure what that means.

If you get an original APK and signed it immediately, it shouldn't have any problem.

Did you modify the apk contents and try to recompile it after that?
Which game you are trying?

I've downloaded pro series drag racing, left it as an apk, accessed its contents via winrar and swapped out the dll file, now i am trying to resign it.

Well then the picture is clearer now, nothing is wrong with compiling or signing APK "originally"
FYI, that error message is complaining about null reference exception, that object you are trying to access is literally does not exists.

You made the modifications and that breaks the compilation process, you are the best person to figure out what went wrong in the modification process, it can be lib or smali file or others that you have modified. I'd say you have to think from another perspective, this thread title is kinda confusing to me at first XD
