Help! About modding

Hi i am an absolute newbie in this kind of stuff but i wanna learn how to mod and found the tutorial for it although i have some questions
Modding a game is not cheating in that server right? modding is basically creating a server of your own with your own "rules" in it.
Am I right?

Modding is cheating. You do not create your own server unless for 99% of the cheats you make. You are modifying client sided code, which if played in multiplayer, is cheating in the server.
