Any game private or not can be uploaded to the playstore. How do u think people upload them? You think it's a business transaction or something? You yourself can go upload something if u want its easy for it to get approved it just gets taken down quickly and often.

Not a traditional Private Server. This is an official Google Play Store game that requires Google login. Also, the PLATINMODS gift code doesn't work.

Correct. But the confusion is that people here, or those that have been here awhile, are used to the traditional Private Server. Having Private Server games on Google Store is something more recent that unfortunately sometimes requires you use a google log in. That loses the anonymity and shows that said "Private Server" has microtransactions which imo is a big no. That's all
