Dunno, no one had this problem ever before, try this:
Settings-Apps-Windows--"Clean Cache" & force stop then retry, if still not work, do the same again but then uninstall & reinstall.

I wanna say thank you .. I solved the problem ? i just changed the language to eng and its work finally ?? thanks a lot ?? I dunno, ive just tested it on my new phone with Android 10
Downloaded
Installed apk
Copied the obb file
Started the app
Said installing packages pls wait
Done, fully working here
Might set "access storage" manually in settings/apps
When you start the App there must be appear a screen wich says Extracting or installing packages (thats the image file aka obb)
Archive is not a Zip Archive
I solved my problem everything is working now.Use winrar for android "google" it
