Hello, when i want to install Bluestacks i always get that needed activated virtualization aand i cnanot do that on my pc cause it hasn't that virtualization.

Simply emulators are meant to be used with device that has that thing to begin with not one that doesn't have it for better performance.

Have you tried activating harware assisted virtualisation, or are you 100% sure that your device doesn't support it?

There is a diligent support and minimalist support. If it's the former, they would happily check every single player on your board. If it's the latter, they would check only the player reported for a suspected behavior. But, if they're so inclined that day, there's high chance they also did the same thing as the diligent support. They look at your game's statistics to determine you are legit or not.

If the account is already flagged, why doesn't JC just check and ban the account instead of letting it continue

Not all flagged accounts are cheating: There are a lot of "legit" accounts that are flagged. Checking all of them would take a lot of effort, as JC would have to manually review each account. But by grouping them all together in multiplayer events it allows them to check the accounts only if there is any evidence of cheating going on, by relying on the players reporting the "suspicious activity" rather than wasting JC's money and time rooting it out themselves.

As far as how the flag works, they aren't expecting "legit" players to naturally accumulate 600+ energy, so the flags code goes like this:

(numLifetimeTransactionsExcludingCategories(\"bundle.magicalmilestones\") == 0 and totalPurchaseCount() >0)

Which means that spending any amount of money (other than a magical milestones bundle) is enough to not get flagged. I guess this also encourages people in a legit full marks event to spend even more money to get ahead as they will also be grouped together with other paying players, just like all the flagged players are also grouped.
