It happened to me when I didn't have the game updated; or when I had changed the date to recharge the energy(the game has fixed it, it is no longer possible to recharge the energy in this way). It could also be that you have exceeded a certain resource limit (es. EXP, cat food) and the game has somehow blocked you from using the tickets, but I'm not sure.
