If u can't mod pokeland legends what about private server could that change things a little bit?

To build a private server, You need high programming skills, php, json etc for server, c#, c++ or smali for apk modding, know basics of sniffing packets, linux stuff and host your own server.
I don't have knowledge of making game server so i can't really help you
