scratch that, it's just old youth players nevermind about that

It seems that even with maximum potential, it doesn't change how quickly they train. So if their original maximum potential is 91 and you're at 89, it'll train them up very slowly and then stop when it's very close to 91. I'm not sure about gameplay growth, though; I'm currently checking it out.
