You might not need to reach level 60. Like in previous levels, the game unlocks the next set of levels if you beat everything before them. So if you're level 58 but beat EVERYTHING, the level 60 girls may be playable

Try not to upgrade gifts in the early levels of the game. So if you lose with two hearts you get 7 Experience points. I think if you develop like this, then at later levels you can get 60-70. As for the secret levels, there is only getting VIP or buying closed gifts

I am now lvl 71 with this method. I waited to have 1200 points before upgrading gifts.
All girls are unlocked, but I can't get every secrets of them, it requires more high lvl gifts

I remember I waited to have 1200points, that should be around lvl 38
but i think 1000 should be enough

I upgraded all gifts from the start & it was a quick way to level up fast & I unlocked the 1st secret chapter at level 46 , unlocking them all by using the loot chests helps too ,

I am currently following the same strategy, making improvements only when necessary. I will see if there are any changes by leveling up beyond 1500 experience. I will keep you updated on how it goes (I am currently at level 25 with 692 experience).
