Also, did you guys reach level 13? I tried twice but it's not happening.

GG yes, dificult to tell because you have to edit memory manualy till you find the value.
lv13 shelter? hell im stuck on lv8 because last updates bugged the Samantha mission. But i think lv12 is the last possible because of the new bugs.

If you mean "not getting Samantha", it can be fixed via GG. You need to have at least 1 chapter 3 champion, then find her power value. You'll probably be able to find Samantha in there. But this brings a problem with Samantha: She can't be flirted and her trust mission can't be done. The way I fixed this is: Bring her star level to 0, hack the trust fragments (can find the values by searching someone else's) then star level up manually.
I now encountered the same problem with Tess and can't find her values.
