Yes, you need more PEN. Since you can only force your progress approximately 1/3 of your initial PEN.
i.e if you have 50k PEN the you'd most likely stuck at stage/dungeon that requires 65k-70k PEN.
that said, if you want to progress it is recommended to use "1shot skill" rather than clear wave. Because clear wave is only applicable for online farming.

Just a caution for doing Guild Boss, if you already had activate "1 hit kill" in the previous session then you'd most likely to bring those effect when doing Guild Boss even when you turn it off. To counter this problem simply restart your game without activating the mods, and then do the Guild Boss attack first. There's no need to install the playstore version just to do GB and then reinstalling the mod app all over again.
