This is what worked for me, i installed this apk and plaid the 5 stages of the first missiion
then "download Window" appeared
then upgrade with 1.0.7 pda life apk ( wich only have full Game unlocked mod no god mode etc), plaid first stage of the first mission
then upgrade with 1.0.7 apk of this site and you are good to go.

Reason: "The game functions and the Mod works ad intended but when you complete the first level of the game, it requires you to download "gears" but you are unable to go any further than that. There is no possible way to continue to the next level".

If you play the first level and you complete it and you click "play" again, it asks you to download additional resources. If you click on "download", the game freezes and nothing happens anymore. I waited for 5+ minutes and nothing changed.

Just sharing my exp and contributing. I installed pda 1.0.8 on my old game, which was your 1.0.7. With that I did open the game. There was only 'skip tutorial' button (not usual menu, only one button). I did click on it. Game did show usual "missing asset, download" message. I did clicked either of the buttons there, i don't recall was it download or cancel. Message did disappear and normal menu shown. From here on, all are working normally.
