Under the ad. The whole you may have never logged into this server. I wasn't able to enter commands, and I didn't see the list of commands but now it is showing them. Is there a list of items?

One thing that happens a lot while downloading assets for a game is where it won't work. Basic stuff. Maybe try installing the official Genshin Impact, let the assets be downloaded there, and delete the original before going back to the private server.
