The FAQ answers your question adequately. Once you're banned, there is no getting unbanned, no matter how you think you're going to bypass it by modifying the game's files. You have to start a new character.

The thing is, this game is heavily server-based, your progress is stored on their server, not just in local files. Even if you transfer the OBB and local save files to a new device, the moment you connect to the game, the server will recognize the same banned account or ID tied to that data. So yeah, I don't think it's possible. That said, you're always free to experiment.
