When the modder adds a note like this: " New content added at version 1.1.0 or later may not be supported on Modded Apk. "

Then because that`s the only condition he can provide. Otherwise he would change that instead of adding the note. It might be sad to not be able to play new characters or events, but the alternative is to not have a mod at all.
