The mod works just fine if you follow all the necessary steps.
The game is hardly restricted due to beeing an offline mod, but even that is mentioned in the mod description.
There is nothing wrong with it.

What to do here?

Start the game wih internet connection and just turn your data off while the game starts. Worked for me.

So turn data on, start game, turn off, load till you get the "retry" button, click "retry" and turn your data on, wait till you get the currency ( 1-2 seconds after you turned the data on) and turn data off again.
That should do the trick.
Tried it 2 times on 2 devices and it worked

this the mod description say doesn't press any download button in game, but i want build omega building it must require download so game broke, anytrick for that???
