I am able to modify almost everything except ship ops for some reason using gg it's pretty easy. For the Fuel,hull,reputation it seems that you can only change the current value not the base or max and it will reset when you exit the game. Money and exp (your personal and crew exp) can also be hacked and even the values during combat like enemy ship hull etc,although probably not needed since the enemy will never be able to hit you or escape or do anything against you.

I already know how it was done.

1 step. click "create template".

Step 2, with the game guardian open, search for the attribute value 28.

3 step. Raise the attribute priority by clicking the arrow.

4. step. Note that the attribute value has changed to 30, so search for 30 in game guardian.

5 step. Change the value to the desired number.

6 step. Click attributes to open the point distribution table.

7 step. Distribute the points and save, do the same with Skills.
