it was true, i have tried it, but it not actually no cd, it cant refill skill, so if u play ladder, our character and enemy just can cast skill once each type of skill, so we can easily beat them at end of time, cause the enemy has cast their skill at the beginning.if that guy can easily use NO CD mod, I believe platinmods dev would already release the mod. so I am not sure what he says is true
