I have suffered the exact same issue the last 4-5 days and across 3 updates...
Since this screen is the first thing popping up on launch the game is unplayable for me.

It happens after reaching the final tier of the new Daily rewards system(small window by spins to the left) and choosing the reward (nanites or vault coins, I took the latter).
After which you get some days of V.I.P and the attached popup window appears.
