I might have spoken too soon. This error still persists if you install over the old mod. The 'Download' button doesn't do anything. Might have to do a fresh install, which means losing all progress.

You can save your progress:
1. Install pda life mod
2. Start game once
3. Reinstall bedos mod again

You should be fine again

I have this issue i was able to play twice immediatly after installing then i closed the game and a feww hours later i tried to open the game but only get this "loading screen" so the game wont start i proceded to uninstall and install plaid a few games then closed tried to open but with the same result the game on that frozen loading screen.

@Bedo13 The mod is broken still. In the previous 1.0.3 mod it used to get stuck after the first mission. Now in 1.0.5 it gets stuck after the 2nd mission in the exact same way. But I followed @GodhandTeru 's instructions and I can now play properly and without my progress getting deleted. Thanks @GodhandTeru!
