On the JP version the full Safetynet implemented way before 5.4.0 with the 5.1.2 update.
Updates for Dokkan Battle mod always posted at afternoon or night on this site, so be patient.
e.g. the v5.3.1 updated mod posted at 6 PM, the 5.3.0 updated mod posted at 9 PM, the 5.1.2 updated mod posted at 5 PM etc. etc. etc.
