I can install the unsigned version but it spits out "NT_DEFAULT_ERROR" with BUTTON_OK repeating without ever getting to language selection, I've tried my device, VMOS, and F1 VM. Not sure what else to try?

You need root and patched signature on device or VM using Lucky Patcher or CorePatch

Damn.... The signed ver says "nt default error". So I try to use unsigned on vm emu with rooted os but the original also have the same error so I can't proceed to use unsigned. The only version that's work for me is the original game from ps without emulator
