A lot of stuff isn't free upgrade

Reason: "The issue is that not all costs are free and the bills and gems are still being deducted without being able to increase".
Checked by myself.
I can't even check the mod on my emulator cuz the "upgrade" button at the start of the game within the first tutorial mission is greyed out and I can't upgrade it to proceed with the game.
However, I can just continue fine on VMOS Pro BUT the mod doesn't seem to work really. Every upgrade consumes the cash and no upgrade is "free".
