You need collect enough Memories Point (MP) to be able to buy skill. At the end of in game everyday, MP will be converted to Skill Points (SP) that used to buy 'Skill'.
Some Skill will be unlocked later after you met the requirements (3P, 4P, etc).

Look at the skill frame, yellow-frame skill is able to buy. Black-framed skill is locked until you buy the previous skill.
