Mod works perfect on resources BUT there is an issue when you upgrade these things instead of 10/10 it goes 20/10 after the 9th, so you are not able to upgrade this building and that means you are stuck on chapter 1 . Any ideas / solutions?

It didn't do that for me. I've had that problem with other mods that increase resources instead of decreasing them, but it wasn't a problem with this mod. I'd suggest redownloading it and seeing if it's still a problem.
