This error simply means that the .apk uses an architecture which your phone doesn't support. I haven't downloaded the mod.apk but im quite sure that this mod is a 32bit variant and you have a newer android device, meaning a 64bit only device.
Only workarounds are:
1) Use another android phone which supports 32 and 64 bit
2) Use a VM such as VMOS/vphonegaga on your phone
3) Use an emulator such as LDPlayer on PC
